The organization managed human resources across 5 distinct person types — uniformed officers, enlisted personnel, civilian employees, contracted specialists, and seconded government officials — each with unique pay structures, leave entitlements, promotion pathways, and chain-of-command approval hierarchies.
The existing HR infrastructure consisted of a heavily customized on-premise Oracle EBS instance supplemented by manual processes for leave management, performance reviews, and payroll adjustments. Payroll processing for 30,000 personnel required 15 days per cycle, with manual reconciliation against 14 distinct leave types including combat leave, training leave, and compassionate leave — each governed by different accrual rules, approval chains, and eligibility criteria.
Cydez delivered a full Oracle Fusion HCM implementation covering Core HR, Payroll, Absence Management, Time and Labour, Performance Management, and Employee Self-Service. The deployment required Arabic and English bilingual configuration across all modules, integration with the national WPS (Wage Protection System) banking infrastructure for salary disbursement, and compliance with defence-specific security classifications. Chain-of-command approval workflows were configured to mirror the military hierarchy, with role-based access controls ensuring that personnel data visibility followed security clearance levels.

A Middle Eastern defence organisation managed HR, payroll, and leave for 12,000 personnel across 30 locations using legacy on-premise systems with no self-service capability. Payroll processing took 15 days each cycle, and employee data was fragmented across multiple disconnected databases.
Cydez implemented Oracle Fusion HCM Cloud covering Core HR, Payroll, Absence Management, Time and Labour, and Employee Self-Service. Data migration from four legacy systems was executed using HDL and FBDI tools. Integrations with the national identity system and banking portals were built on Oracle Integration Cloud. Arabic/English bilingual configuration was delivered across all modules.

How we delivered this project
Discovery
Conducted 12-week requirement analysis across 6 directorates. Documented 5 person types, 14 leave categories, 8 pay structures, and 23 approval workflow patterns. Mapped chain-of-command hierarchies and security classification requirements.
Design
Designed the Oracle Fusion HCM configuration blueprint covering Core HR, Payroll, Absence, Time and Labour, and Performance Management. Created bilingual (Arabic/English) UI specifications. Defined WPS integration architecture and security role matrix.
Development
Configured all HCM modules with defence-specific customizations. Built 23 Fast Formula rules for leave accrual and pay calculations. Developed WPS file generation integration, national ID system connectivity, and chain-of-command approval workflows using BPM.
Launch
Executed data migration for 30,000 personnel records from Oracle EBS using HDL and FBDI. Conducted UAT with 200+ test scenarios per module. Deployed in 3 phases by directorate. Trained 450 HR staff and 30,000 end users on self-service portal.

Chain-of-Command Approvals
Military hierarchy-aware approval workflows for leave, overtime, transfers, and promotions. Role-based access controls aligned with security clearance levels. Delegation and acting-capacity support.
Employee Self-Service Portal
Mobile-responsive self-service portal for leave requests, pay slip access, personal data updates, and benefits enrollment. Achieved 85% adoption within 3 months of launch.
